A leading local Consultant has spoken out to our campaign following articles in the Southend Echo and HSJ discussing the potential loss of STP £118m Capital funding if Councillors decide to refer the Mid and South Essex STP back to the Secretary of State for Health and Social Care to be reviewed by the Independent Reconfiguration Panel. CAPITAL funding is NOT Resource budget (otherwise known as allocation funding).
CAPITAL funding is for infrequent expenditures such as buildings, building maintenance, large equipment (eg MRI) and IT/apps ETC. RESOURCE budget is for the day to day running and commissioning of health services: staffing, ambulance, medications, diagnostics, urine bottles, drip stands etc. In other words, for ‘front line services’. The money gained would NOT be to the detriment of ‘front line resource funding’…
